I have returned from Blackroot with the King's taxes. He says there is another matter but then won't give it to me . . . he just says maybe later. What am I lacking? Not enough Persuasion? (I have 2 points there + apprentice). Not "Good" enough? (I'm 55 +/-). Level? (I'm a 12).
Any ideas?

I seem to remember possibly only once ever getting the chance to "ask him about his troubles" with a massive 16+ Charisma, extremely high persuasion and beauty to boot.
I might mention that this quest can simply be initiated at the right location if you ever come across the wrecked ship. Therefore bypassing the need for high skills or the right stats. A rather annoying and easy to complete quest that I might add that doesn't even seem to actually need anything besides a simple "there and back, UPS" retrieval.

Thanks . . . oh that there were some indication in the game that game a HINT as to what one was lacking for x, y or z. EX - weapons will show a min str or something to explain why you can't use it . . . yet. It would be neat if quests did the same in some story-related poetic fashion. Instead of just saying "maybe later" the King could say "you almost have me persuaded, but not quite yet" or something.
