Skaal Shaman Missing!

I have to do the Skaal test of Strength so I have to find the shaman at lake Fjalding or something. When I went there I saw the shaman standing there, but I was very weak after fighting a pack of riekling raiders, so I rested. When I woke up, he was gone!

Can anyone help me? Is this a common bug or do you have to be there in time or am I just stupid? PLEASE HELP

Im not sure if he went back to the skaal village... but he wasn't there when i played it either, so im pretty sure he is in the skaal village.
