You might find the excellent Walkthrough of Gamebanshee interesting to read....
The "Blue Smoke" is nothing less then some kind of a supernatural reanacting of the fire that destroyed parts of the hotel. So it gives you a lot of damage, don't walk through it.
At another point on that floor, gas bursts from the walls, get through it very fast.....it gives you a lot of damage too. Try to rest in between the leaks, otherwise you are going to meet Final Death very fast.

Try crouching/sneaking, I've played this part 10 or more times and am always able to make it through the flames with minimal damage, and no resting.

Funny, I've never found it neccesary to walk near the flames and the steam only got me down to 50% of my health, but then again, this wasn't the first quest I solved.
