Starting Muddy Mike quest Spoiler possible

I'm ready to go find Muddy Mike. The walkthrough says to use the sewer or take a cab to get to downtown and the new clubs. However, I cannot figure out how to get a cab nor can I see the way to downtown on the sewer map. Am I missing something?

You need to finish off the main quest for Santa Monica -- find mercurio, blow up warehouse, etc. Then you can go to different hubs.
