Please take off your caps. In Web forums, it translates as shouting.

Mods are player-designed modules that modify Morrowind in some respect. Depending upon your RAM (and you must be running a PC), you can add up to 255 mods simultaneously. They can do everything from make the game insanely easy, much harder, add elaborate quests, new races, new clothing, armor and weaponry, houses for players to occupy, new businesses, new cities, new options to interact with NPCs, the ability to make your own books, etc.

For details on the kinds of mods available, try here.

Houses are a personal choice. Each has it's own quests and rewards, though for the most part the Telvanni is more suited for a magic user, Redoran is more suited for a fighter, and Hlaalu is more of a thieves thing due to the types of quests each ask of you. To join a house, all you have to do is talk to the proper person and meet the houses minimum requirements. Each house has it's own favored skills, and for the most part, they pretty much match whatever class they are geared too. For example, if you are playing a thief, you may be able to advance through Hlaalu very quickly as you've probably already built up their skill requirements through character creation and playing a bit, but you may have to take some more time to build the skills needed to advance through Redoran since the skills favored would likley not be the ones you built up during character creation.

If you go to gamefaqs.com you'll find information on all three houses including requirements for ranks, who to talk to to join, etc.
