Garisa Llethri (spoilers)

yeah hi, i just have a quick question. i pick up morrowind again and im during the Redoran quests. To become a council(wo)man, i have to win the support of the guy in the title. he wants the Caldera ebony mines shut down and evidence of corruption brought to him. I found the secret caldera ledger that everyone said would be good evidence and freed the head slave Del-something and got a journal entry saying the mines would be shut down for a few days. I thought that was good and I was done, but i've gotten no reaction from Llethri. nothing at all so i've tried various other things to complete the quest, including killing everyone in the mine, slaughtering everyone in caldera, freeing every slave in the mine, etc, but nothing seems to work. it's crossed my mind that maybe i did the quest out of order because I freed the head slave first instead of returning straight away with the evidence, but i have no save game to reload cause i saved over it already. maybe a console command will help?? i'm hoping someone here can help me out with this. sorry for the length of this post but i wanted to be thorough

ok i solved the problem with the console:
player -> journal HR_CalderaCorrupt 100
this forces Lelthri to accept my evidence, then the quest proceeds normally.

It seems like this quest easily gets bugged for a lot of people. Personally I haven't experienced any problems with the quest.

Here's how I always do get it to work:
After I've gotten the quest I head to Caldera and the Governor's Hall.
I get the Secret ledger from Odral Helvi's chest.
I take the book back to Ald-Ruhn and give it to Llethri when clicking on the "Caldera Ebony mines" topic.
I return to Caldera and ask around about "halt the mining".
I go to see Dahleena, free her and get the journal entry.
I return to Llethri and speak about "Caldera Ebony mines".

And as far as I can see from how the quest is set up that's all that is needed. The secret ledger and freeing Dahleena.

Anyway, the console aids those who don't get it to work.

Same Problem

I tired the console command listed above. It DOES NOT work for me! I even tried uninstall and re-installing, not help. I quess I can't get a strong hold from House Redoran !
