You can by this one in the Temple district. Description of it says that to make this nice +9 dmg. strike it uses one charge, and disappears when charges are gone. Can you treat this staff as any charged thing - sell and buy back, and it would be fully charged?

good question. Don't really know, but you could find out if you don't mind doing a little math and reselling/buying a few times and wasting a lot of dough
after you first buy it, and it is fully charged, use it once. Sell it to the same shopkeep u bought it from, making sure that your reputation doesn't change inbetween. Then take note of the price he pays you for it, and the price he sells it to you. Now try using up 2 charges, sell to shopkeep again, and buy back, noting the prices he buys and sells to you. Now use 3 charges. Etc. If it is being fully recharged everytime, he will always sell it at the same price to you. Also, he should buy it from you for a slightly cheaper price, each time you sell it with fewer charges than the last time, confirming that charges affect the price of that particular staff (it should, but this way you have confirmation, and weed out one possible variable)
too complicated? correct me if i'm wrong, but theres no way to see how many charges are on the staff right? since it wont fit in your quickslot...like wands. This being the case, the only way you could find out if it gets fully recharged each resell/buy is to do what i said....
it's safe to assume without any testing that it would be charged. but if you want to be 100% ..... and of course, who knows how many charges it has...

Yes, and you can also use SK to set the number of charges on most items, as well.
