Freezes while loading Santa Monica

Ever since I was able to goto Chinatown the game freezes at the loading screen everytime I try to go to Santa Monica.
I have applied the the official patch and both unofficial ones. I've tried runing it in safe mode and in console mode. I increased my page size to 2G, and i have 5 G free on my hard drive
My computer is a p4 2.8GHz, 64m integrated video card, and 512 ram.
The game ran a little choppy and had long load times, but I continued to play, I just avoided Santa Monica. Now I've almost finished the game and I'm stuck in my Santa Monica haven. When ever I try to leave it frezzes.
This is very frustrating as I'm so close to finishing it.
Any help would be appreciated. Thank you.

I'd try to reinstall the game.
Just copy your savegame files to someplace safe and put them back afterwards.
