Can clerics use non-blunt weapons in iwd2?
Can barbarians, rangers were armour without penalties?
In iwd you had class restrictions but it seems you can do stuff in idw2 with penalty.......i am confused?
Penalties?
IWD II uses a different rule set to Baldur's Gate II and Icewind Dale in that you have a greater choice. But like in BGII points need to be put into these skills to improve them.
This means you can have clerics using axes if you want and wizards using plate armour (but you have to suffer the consequences of spell failure due to restricted movement).
There are still many items in the game designed for specific classes such as a holy sword similar to the one found in IWD for paladins, but generally there is a greater choice of items and feats.
For more details on the feats and skills you should read some of the game manual .

generally clerics can use every weapon - but they are not proficient in all - so you might need a feat for some weapons! (this is one more reason why clerics are damned powerfull in IWD2)
same thing for rangers and barbs - they are not proficient in heavy armor but if you give them the feat they can use it!
But be aware that they loose some class boni while using heavy armor:
e.g. ranger can only use his 2 bonus feats when using no or just light armor!
there are several different penalties for each class when using heavier armour then they are supposed to do - but they *can* use it!
