Doors to ????

I am still in my first run through of SoA and have done "most" everything to be done in Athkatla. I have been to the Government District a number of times and have noticed a few doors that are "barred from the inside" or in the case of the prison cannot be approached and opened. There are 2 doors at the prison that are like this. One is in a wing of the prison behind the main building, the other is on a second floor balcony that has no other visible access (stairs, etc.). Inside the main building of the prison I couldn't find stairs leading up or any door, secret or otherwise, that lead out the back. There is a door that leads to the side courtyard but none out the back. I haven't tried to dimension door to the areas with those doors but can't think of anything else to try at the moment. I likewise could not find any way from adjacent buildings to get to the areas that "should" be behind the barred doors. I know the barred door at the Pimlico estate is related to a side quest for Korgan. Are these doors to nowhere similar? Or, can they be reached from another district. I did notice that the stairs in Merkath's lair (that you reach from sewers in the Temple District) also lead up to a balcony that overlooks the Bridge District.

The doors you mean lead to quest-related places. They're only supposed to open after certain events or when somebody asks you to go there to get item X.

I suspected that might be the case because of what is involved with the Pimlico Estate and Korgan's quest. Just haven't found out which quest I guess. Thanks for the help!

Future Expansion

Some doors are (I think) left unfulfilled in their purpose, presumable for future contemplative expansion. Bioware kind of left some "Unfinished Business" when releasing the game...
