I don't undertand your question well, but if you mean to retrieve the eye of Vartugg's, the place is hidden until you pass the quest from the Watcher

Those tortures are random for every game (from what I understand). There is no answer that can be provided. You have to play the game and figure it out. There are other options, like don't play the game and just kill him - he will drop the eye after he dies.
