Granted, it's only a shack, but still...
I am currently using Foryn Gilnith's shack in Seyda Neen as a home and storage facility, but since it's not that big, the containers are full. So my question: can I throw (at least here) stuff to the ground and will it stay there?

Nevermind that - I always keep a backup save from when I just loaded my stuff into the containers, so if I ever encounter any trouble, I'm safe. But I want to know whether I can safely drop stuff on the floor or not. The place is still (the late

If you are on X-box, there are a couple of houses in Balmora you can make your own. One you can obtain through a fighter's guild quest, and the other .... pssssst... check out Hlaalo Manor...
Again, it might not be safe to store stuff in containors, but I'm pretty sure I read that you can dump items on the floor, and be secure in the knowledge they won't go anywhere.
I also suggest using Ghorak Manor in Caldera as a dumping ground.
Finally, if you join one of the Great Houses you'll eventually be given your own stronghold... and that *is* designed to safely store any item.

I'm playing on the pc, GOTY, unmodded (just added it to my signature) but I am currently looking to keep it unmodded, at least for my first run-through of the game. It's just that FG's shack is becoming somewhat small. So what do I use. I DON'T want a bounty. More than half of what I'm wearing is 'stolen goods'. I once tried it, and when he said 'Surrender your stolen goods', I answered 'Ok'. So what happens? I'm left standing without a weapon, wearing nothing but some bracers, a shield, and a helmet - not even wearing any pants!
But other than that, it does seem like I will have to move to Balmora one of these days. Any suggestions for a house there, without having to kill anyone important to the story? I just did the 'bad people' quest, and got the key to Nerano Manor, which I gathered is important sometime later on? Only problem is, there's still some guy there, claiming to be a merchant, but having nothing for sale.

Do the main quest, and you'll eventually get the use of Caius Cosades' House. Advancing in the Great Houses will eventually give you a stronghold. Performing Morag Tong quests can sometimes earn you houses without breaking the law. Or you can just take over the Smugglers' Cavern in Seyda Neen.

Incertainty, shouting via caps isn't going to net you any more replies, and it will definitely turn some people off.
The reason people aren't answering is that we can't be certain various areas don't respawn months or even years later in game time, along with everything else around them. As nobody's tested your location, nobody wants to take the plunge and give you an answer that you'll like now, only to hate if it turns out wrong, later.
Post your question in the Elder Scrolls forum, here, where some modders hang out who know how often and where clearing and spawning occurs in the game. Hopefully, they'll be able to help.

It's even possible that the people at the Elder Scrolls forums won't know for sure. I appreciate that you want to keep your first run through the game unmodded, but probably your absolute safest bet is to download a house mod. Many are actually very simple small and medium-sized houses (if you want recommendations just ask), that really add nothing else to the game or to gameplay, so it won't feel especially different to playing the game without any mods at all.

a couple of other ppl have said balmora, and i agree!
my nord currently uses ra'virr the traders house in balmora.. its in a great possition near the mages guild and the silt strider... all my stuffs on the floor... its just the most convenient place to get rid of your stuff after you recall back, fresh from looting a deadric ruin.. having totally exceeded ur encumberance limit
oh and u can kill ravirr wit out geting a bounty.. (at least i did)

Meh... not sure I would like killing him all that much. For the time being, I'm still residing in a tax-collector-killer's shack, in old swamp hole, Seyda Neen... I started dropping stuff on the floor; and with the backup save I should be safe enough.

You do not need to kill anyone in order to obtain a house in Balmora. As I hinted at earlier, check out Hlaalo Manor. In this case, don't worry about breaking and entering; you'll find out why. Just be sure nobody sees you picking the lock. Apart from one or two unusual "decor" issues, it makes a fine and spacious base of operations until you acquire other accommodation.
