Is there a game that I can start at lvl 1 that is not NWM or SoU or HotU

Most of the popular major modules start you off at level 1. You might peruse Never Winter Nights Vault , particularly the Hall of Fame area. You'll find many modules of a relatively high standard you can chose from. There are several mod series represented here, such as Shadowlords and the Penultimate series that can, if totalled, be fairly long play experiences. None quite have the budget behind them to look as good as an official NwN game, but they can be fun and many have very good stories.
Of the premium modules, I know Shadowguard, Witches Wake and the Kingmaker start at level 1. Most of the premium modules start between 1-5. I've yet to try any of these, though I hear the production value is fairly good on them. I played the non-premium version of Witches Wake, and it's quite good (though a very different type of play experience). So, surely, the premium is even better, if that's the route you want to take.
