Spoilers
Hmm, I had the most trouble with Dagoth Ur, but that was before I followed the main quest line and thus wasn't able to use Sunder and Keening safely + I didn't know that's what they were for. :(

The thoughest opponent I've had was Gaenor the Bosmer with ebony equipment in Mournhold, dude is fast strong and though.

No he isn't, he just has really, really, really, REALLY high luck (like, for real). Just cast a bunch of drain/damage/absorb luck spells on him, and he's actually pretty easy.

Yeah, but my toughest enemy was probably Hell's Avatar (from Gladiator). He has like, 6000 health, and one time he nearly broke my chestpiece with ONE HIT (which of course also brought me down to about 10 health). Lucky for me, I was playing with Combat Enhanced, so I managed to disarm him, after which he wasn't too hard.
Get up, stand up. Come on, throw your hands up.

Erm, I checked the editor for Geanor's stats and indeed he has high luck.
But he also has strong skills and other attributes so this dude would be fast strong and though even without the luck. :p

If we were to include mods, then probably the thoughest opponents I've encountered was from a beastrace improving experiment, I increased the hand to hand skills and got fatigue drained before getting a proper hit on them.

Go on, I dare you, since he also has 100 Reflect.

Gaenor was the toughest for me. Especially considering that you can't levitate in Mournhold. I only survived by jumping onto the temple and summoning Golden Saints.

I had troubles with Gaenor too. Almalexia is strong, but she seems helpless when you atack her at the right times. Gaenor, on the other hand, is very overpowered for the place he's at. In the first time I thought "easy ebony armor... pfeh!". In the fifth time I thought "damn, die, you... !"

Other than him, I think the dremora Lords before I reached level 10. Pretty tough fights, needed to use my amulet of heath (made by me) many times to avoid dying with the fire damage, and the Graveward Amulet really helped with the skeleton backup (he spent mana on those skeletons, and even though the skeletons couldnt kill him they could hold him for a while). I've killed him later, in a lucky streak, cause my staff of peace held him and I could hit him with a row of spells.
Flesh to stone ain't permanent, it seems.

Early on I had a lot of trouble completing the "bad people" mission, especially on 100 difficulty. On Vvardenfell you have the luxury of levitation, but no such luck in Mournhold. Fortunately, by the time I reached there I was playing a very powerful characeter and I was only playing on normal difficulty, so I managed to defeat the liches and even Gelna Revel without very much trouble (I love pillars). On the other hand I spent minutes racing away from Gaenor and had to get to another section of the city for R&R before being able to win.

The most problematic monster for me was a little black fire bug...I had an Altmer mage and also got Tribunal-so the game was hard for me at that time.Anyway,I only had a fire spell and so i couldn`t do anything exept run!I got very far away, somewhere at the sea(from near Ald-Ruhn)and the beetle was still chasing me...
I have never been to Bloodmoon expancion parts and so i don`t know how tough the enemies are there, but i remember something about Goblin Worg riders in Tribunal. They were quite a pain for my thief.

If you think ordinators are hard you should try and fight all the 5 enchantment enhanced high ordinators plus almalexia at once!! Cost me 32 exclusive restore health potions and i still lost! But ofcourse i saved before attempting a stunt like that. :D

As you might know Vivec is one of the three 'false' gods. Well Almalexia is also the second of the 'false' gods. Then there is Sotha Sil, who you will see later on. That is if you have the mournhold expansion. ;)

Gaenor will PWN Almalexia barehanded. After all, Almalexia casts spells, and she's going to get hit right in the face.

Most of the things I had trouble with were those that I couldn't evade with levitation. Which means that sometimes, cliff racers are harder than dremora.

Oh but cliffracers can be evaded with levitation, just go fast enough. :p
Also it was difficult to win while being a werewolf the first few times, I got whooped by those silver weapons from the villagers when my character transformed in the center of town.
