I am told to meet Phaere and Solaufein at the southeastern circle in Drow City to kill a Beholder.
Phaere has nothing to say to me and Solaufein has the future on his mind. Nothing shows up, I've talked to anyone I could find. What am I doing wrong?

You probably can't sleep because of the fighting music(after you fight in the pit)
I had the same problem.
you can go up the stares and go to the healer or the woman and sleep.

"YOU MAY NOT REST AT THIS TIME!!!?!" Try to save your game. If you get "YOU CANNOT SAVE GAME AT THIS TIME!!!" for no apparent reason then the following is possible:
1. Somebody in the game went somewhere to do some nonsense. You cannot save your game or rest until the somebody finishes his doing. Example: if you send the Sewage Golem in the Irenicus Dungeon to open the door, you cannot save or rest until the golem opens the door and returns. Catch your Rubik's Cube and put it in order twice. Try again.
2. Check your people. If somebody has a "talking icon" on himself (as in a shop) then you have experienced a nasty bug in the game logic. The bug occurs when you talk with somebody and you are interrupted by another dialog. The "talkings" are nested. Therefore, the "talk counter" is increased twice (by the original and interrupting dialogs) and decreased only once (when the interrupting dialog ends - the original dialog is never resumed). This way, you are still "talking" - and you will be talking until the hell freezes. And you will be unable to rest or save for the same period of time. Example: in the de'Arnise Keep level 2 you can happen to talk with a guard of the "lady" Caen. Then the "lady" arrives and interrupts the guard. The disaster is complete. Now, you must search your memory for the recent dialogs and send the "talker" to finish his (original) dialog. Example: in the de'Arnise Keep, you must leave the keep, go to a camp nearby and send the "talker" to talk with a guard there.

I had similar problem in the Mindflayer tunnel. I couldn't save nor rest and eventually I had to reload from the Autosave, because I was killed. The reload did spmehow correct the problem.
