Lost Chapters adds a bordello, a new region to the north, new quests, new items, new mini games, and most importantly more hats.

TLC is, basically, an expanded version of the original Fable that was recently released. It is the only version of Fable available for the PC. The expanded content on TLC will eventually be available for the X-Box version of Fable, as well.
As tele says, it adds a few new quests and some additional features. It expanded the main quest by a bit, as well. It's, generally, a more polished version of the original game. If you surf around the News section of the forums, you can probably find quite a few reviews of the game - a few address the specific additional content of TLC in some depth.
