Lower Resistance... 3 of them in a Spell Trigger. Then Timestop, then bombard him with high level death spells (Horrid Wilting is a good one), Skull Trap, etc... By the time my time stop ended, he was on his last leg. A couple more skull traps and some close quarters fighting with my summoned skeletons, M's Sword, etc... and he was one dead dragon. Of course it took me about 10 reloads before I took him out without dying, but I got him.

what you need
3 lower resistances
2 greater malison
5 skull traps
1 timestop
1 improved aclarity

first timestop
second aclarity
last lower,malison and all skull traps, when the timestop ends he will be dead

Got him in the second try w/ a triggered lower res, then a time stop and three terrible, horrible whiltings.

He is pretty well scripted. I liked when I'd whirlwind with a fighter and then he'd go invis. Even had some trouble using traps since invisible stalkers kept setting them off.

Summon an elemental prince and hope to god it's Sunnis. With his stoneskins, he'll keep Draconis busy for quite a few rounds while your fighters hack away at him. BTW, make sure you disable his spell immunity: abjuration before you try lower resistances and breach. Use pierce magic (the wand of spell striking is useful for doing it instantly, so you don't lose your spell when he goes invisible)
