On Wan: Who is this character?

At the Mission in Ebonheart I found On Wan locked up in the cellar. Does anyone know where is the key to unlock On Wan's bracer? Why is she hiding?

I've wondered this myself for a while. My only conclusion would be that
A.) Neither of us have looked hard enough for the relavant quest or...
B.) There was SUPPOSED to be some quest, but then they just left it at that, and didn't finish it.

I wouldn't let it bug me, if I were you. I mean, you must need a pretty sweet memory in order to remember everything that needs to be done in such a massive game.

I dont think she has a bracer. I think she was hidden from a cruel master until she can go back to the black marsh once the heat dies down on the search for her.

Shes used as a bargaining tool when you are supposed to get an alm for the imperial cult from the mission.
