I just began a different character for something to do. As is normal for me, one of the first things I did was head to Balmora where I proceeded to raid every crate, urn and basket in full site of the guards with utter impunity.

It struck me, as I was doing this, that various other towns will nail you for theft for the same activity.

Does anyone have any idea as to why this might be the case?

Maybe because Balmora is a Hlaalu town? The honour happy Ald Ruhn guards pounce on you the minute you even think about liberating anything in those crates. :rolleyes:
Or is it because the developers decided to give players a break in Balmora since it is usually where people start out?

I think it was just accidental, as the containers don't have an ownership marked on them. It can be very unbalancing.

Hmm... Morrowind unbalancing? Say it ain't so! :D

Seriously, you are probably right. It makes sense that it would be some kind of oversight that was never fixed in a patch.

I agree, as well--it was oversight that should have been patched. As it is, several mods deal with it, simply replacing the contents of every crate in the outside environs of Balmora with silverware, plates, etc.

I myself dont think it was an oversite...

As its the first major city you head to and stay in for quite awhile its a good way of making some extra money at the start..

I myself only bother looting crate's in balmora because by time im done with the quests there and move on to the next city, Im ok for gold and cant be bothered to loot crates.

There again im prolly incorrect :D havent been playing morrowind long....
