Um, I'm not entirely sure what you're asking here, so I apologize if this answer seems a bit obvious. Do you mean that your opponent is getting four new cards during the match or that he always has different cards in each match?
During the match, he/she should only get four and when they're used, that's it, if anything else happens it's some sort of bug. However, your opponent does have a sidedeck, just like you do, so it's possible for him to have a different set of cards than in previous games, but usually not too different.
Hopefully that answers your question.

Or your Pazaak deck could be limited in what you have. Although I do not typically play Pazaak, whenever I did, it was as a new person for the first time, so my deck seemed always to shoot out the same cards, since it was not updated.

Just do not spend to many credits on them... you tend not to win as much as some of the luckier players on the forum. ;)

The Ultimate Pazaak Deck

As far as the "bug", I wonder if maybe your opponent just isn't using his cards? That could create an illusion if you're not at all familiar with the game.

The Ultimate Pazaak Deck:
After getting stuck on Manaan and having to restart the game from the beginning, I brought with me knowledge at the beginning that I lacked the first time around. I quickly built a side deck that looked like: +/- 1 (x2), +/- 2 (x2), +/- 3 (x2), +/- 4 (x2), +/- 5 (x1), +/- 6 (x1). From then on, I almost never lost a match. I think I completed this side deck before reaching the third planet by finding or buying them on Taris, and also on Dantooine.
