Military base sub-level

Is there any way to open this door on Telos because when you try to open it it says it cannot be opened at this time.
But you can only go there once at the beginning of the game. Is this some sort of bug or unfinished storyline?

No you can't open thoese doors. It is likely a part of a content not fully implemented.

It has been mentioend a number of times on the forum, try doing a search for it. I'm closing this topic because there is no need for another regarding this topic.
