***SPOILER***Tribunal--Collapsed Rocks

I'm supposed to go activate a Dwemer 'weather witch' but am not sure I'm in the right area. I've gone down through the damaged statue from the Plaza and have reached a location that says, "Collapsed Rocks". When I check the map, it says, 'The Passage of the Walker' (or something to that affect.)

Anyway, so far, I've not found anyway to remove, destroy, or otherwise get past these rocks. I've tried several approaches, spells, etc. Am I actually supposed to be able to get through here somehow?

While I'm writing, I'd like to say that the twists in the plot of Tribunal are very, very intriguing. So far, I'm still in good standing with the King and with the goddess. But, I can tell that at some point, I'm going to have to take sides in this conflict.....or figure out a way to get the factions to take matters into their own hands. (At least that seems to be the way it's developing.)

Find a Dwemner satchel pack. 'Use' the rocks. Get out of the way. Thats it IIRC. They are white bags.

I've seen several of the those Dwemer packs but didn't have any idea what they were for. Thx!
