chapter 3 where can get the lokar ring and translation amulets do i have to kill the red dragon to get the world of power

Translation amulets can be found in the Creator Ruins. Most of the lizards hold them.
Lokar's ring is given out by Lokar once you travel back in the past. He's one of the slaves also found in the Ruins.
If you mean Klauth, then fighting him is optional, there should also be a peaceful way to get the Word of Power through talking to him.
