Does the Harper quest pause once you wrap up chapter 3?

Does the Harper quest pause once you wrap up chapter 3?

I'm thinking that my romance stalled at lovetalk 52 because I finished aran linvail's quests. Is it likely that the harper quest restarts once I get to chapter 6? Mind, I'm not in chapter 4 yet, and I can force "terminsel" to show up using CLUA.

Any ideas?
