Who would EVER want to enter Vault City!?
I do. I have done so a lot of times, but i just want to know if there is actually any way of completing the citizenship test at VC Town hall.
Is there?

Yes, there is.

If you move on to the third Vault City area, you'll find a few uninteresting buildings, a seemingly uninteresting bar and the Central Council. There are three people to see here: Gregory, McClure and Lynette. Gregory will issue the ridiculously difficult citizenship test. It is possible to pass and become a citizen right away, but you need to boost the right stats (PE 9, IN 9 and LK 9). The physical examination will disqualify you if you've grown extra toes in the Toxic Caves and didn't have them removed yet. You get 1000 xp if you pass the test.

But there are easier ways to achieve the same.
That would be solving the Gecko powerplant issue right?
Yes, I think that was one.
I have also somekind of image in my head that there were another quest which if solved, you get citizenship. But can't remember what would it be. But Gecko-quest should be enough.

I think just wiping the radiers out will get you citizenship.
I imagine if you mention the raiders connection to Bishop, Lynette might force you to do another quest or two before she gives you citizenship. That stuck up, terrible woman (see, no swear words here, but I can think of one word that would have gotten my point across better than those 4 combined).

No, only wiping raiders out is not enough to gain citizenship. You must do the complete quest(serie) to gain it, if it is even possible to get citizenship through that quest...

ummm... A bit offtopic, but i got your answers (actually, both your questions has been answered in previus posts, but its always nice to see new faces in this forum ).
You can enter Westins Ranch (farm with laser fence) by talking to the sheriff in NCR. He looks just like all the other guards, but his description is different, and if you got awareness perk, you will see that he has a gauss rifle. He is on the corner, down by the police department.
You can enter a 1337 gambling area trough the door, IF you have high enough gambling skill.
