hmm I'm kinda new to this "Vampire universe" and I've been wonderin' if a Vampire of the 9th generation, or something like, could be more powerful than a 7th (or even a lower generation) without doin' any diablerie stuff...

I mean, vampires can get more powerful by training, or just "gathering experience"

O think a short answer will do just fine :)

A vampires "Power" in VTM comes from his abilitys and disciplines, so it is possible for a 9th gen to be more powerfull than an 8th gen however the 8th gen has more potential to be more powerfull.

Short as possable for me:

The lower generation can always increase their physical abilities faster and higher with the use of blood (Better Blood Buff), and can always learn higher level discplines (Above 5).

However, if there are odd circumstances, like the lower generation vampire having been asleep in Torpor his whole unlife while the higher generation vampire has been learning Discplines like a machine, or the lower generation was embraced yesterday... Then yes, you can have a 9th Gen vampire with Potence 5, Celerity 4, Fortitude 3, Presence 4, Obfuscte 5 beating the living snot out of a 6th Gen with Auspex 2.
