Should I Kill Him
In Tribunal outside the temple the guy with the full set of Enbony armor and the long sword is he worth killing. Am I going to need him for any major quest latter on?

AFAIK the quest is to kill him (IIRC, 770 Luck and 75% Spell Resist - or Reflect - besides armor and other things).
P.S. The best known strategy is to have a lot arrows and a good bow (Bound one is the best, IMHO). Other recomends Damage/Drain Luck, but with that resistance... However, Absorb Health on Target is the king, just have a lot Restore Magicka (and Health). Just avoid close combat if you aren't very strong.

Wack him with Daedric... Summon something first to distract him... Kind of cheating, but with a certain mod (dracandos voice) you can get various guards to follow you as companions if you have rank in certain factions (Temple, Imperial Legion, Great houses)...
Ebony arrows of slaying (BM) could work if your magic resistance is high, and you have a savegame before shooting him... Same with Black darts (If you have a high HP and dispel - I threw one of these at Salas Valor...)...
Mages have a hard battle here - i reccomend necromancers amulet, marara's ring and wraithguard - (30 or 40% reflect and 25% absorbtion... plus atronach..?). Absorb luck could work...
Usually Daedric Dai-katana to the face works ok for me...

I say TRY to kill him, Im level 36 and I still cant manage it.

Maybe buy a spell/scroll of jump and get on top of the temple???????????

The only thing I can suggest is with the Personal Mobile Base mod you can get onto that and shoot him - IIRC you cant actually get onto the roof.
I have occasionally managed to get into trees...

I, too, had quite a time with this little pipsqueak!!
But, I learned to NOT use an enchanted weapon against him AND to stand near the temple door so I could take a quick exit to rejuvenate.
ALSO, I would cast all my Summons spells before entering the fray again. That at least kept him busy while I whacked away with my non-enchanted longsword. OHHH...and you should boost your own LUCK as much as possible between each series.
I finally did kill him and then carried the ebony armor to the smith and sold it.
(Well, as much as I could sell before he ran out of money.
