IWD1, absolutely. IWD2 suffers heavily from the 'let's make a fast buck using the game engine one more time' atmosphere.
IWD1 was not as revolutionary or as involving as BG, and it was undoubtedly meant to hitch a ride on BG's success, but IMHO it was more original and far less rushed than IWD2.

Iwd 1
I really like both (kind of like comparing apples and oranges due to each using a different AD&D edition of rules) for different reasons but find myself playing IWD 1 more. The added modules of HoW and TotL give it more variety and make it seem a "little" less linear than IWD 2. Without those modules though it would be IWD 2.

Check e-bay. I bought all of my IE games late, and bought them all cheap (BG 1 &2 +TOB, IWD 1 & 2 + HOW, and PS:T were all bought individually for under $10 each).
