Where stands the 1 for and where the 10?
And what's better then? 2-24
or 3- 12?
Damage inflicting
1-10 is the range of damage that can be done by the weapon. So, if you get a hit, the damage will be randomly choosen between those two bounds.
So 3-7 is better than 1-8 as 5 average damage is better than 4.5. But 2-24 is much better than 3-12 (average of 13 as compared to 7.5).
Note that the type of damage is important and can stack. For example 2-8 physical, 1-4 ion, means that damage for both types will be independantly randomly choosen and then combined. (Ion is particularly good against droids and shields)

As W666 said, 1 is the minimium it will do, 10 the highest

I'll take the 2-24. You have 23 different 'rolls' (count from 2 to 24) of the dice compared to the 9 of a 3-12.
You got to go back to the RPG paper game basics with the damage. A 2-24 weapon will be rolled on a 24 sided dice, a 1 is a miss or re-roll depending on who runs the game. So the maximum damage per hit is 24. Moving on to the 3-12.... your now rolling a 12 sided dice. Max damage is 12.
Best way I always thought of it was look at the max it will do.
