Are there any sites out there that offer skins or other mods that do not require you to buy a product in order to d/l?
How about a PC editing system similar to LETO? (NWNs)
Or a module construction engine like in NWN?
Anyone interested in making one?
I personally do not have the Computer Kung-fu for such a thing, but i did enjoy playing other peeps modules.

Hmm, don't know what to tell you. I just clicked on the link I'd provided, chose a mod at random (the green skinned female twi'lek is the one I took) and downloaded it without any problem. I'll admit that I've never downloaded a mod for Kotor (just never really felt the need), but this one was saved to my computer, no questions asked. Heck, I didn't even have to log in (or sign up, as I would have to do first, I suppose).
Maybe I just got lucky...
Nope, I've downloaded three others now (something about new clothes, a Bastila on Korriban mod, and a new outfit for Bastila mod), none of them have asked to purchase anything. I don't know what you did, but I'm not having that problem (again, I've never signed up to be a member on that websit, nor have I downloaded anything from there prior to about five minutes ago).
Try it again, if you're still being asked to buy something, I don't know what to tell you other than that shouldn't be happening.
Incidentally, I'm fairly certain that NO web site can charge you for MODs being made to another companies game. For the most part, these mods are either unlocking something that was already in the game but had been dropped before it was shipped (there's a lot of dialog that suffered this fate) or are slightly changing the appearance of something already there. They generally don't add completely new content and thus should not be able to charge for it. I could be wrong (I'm no lawyer), but I don't see GL let some one else get rich off his creation.
