In the Hlaalu Canton in Vivec, there is a Temple in what I think is referred to as the "lower waistworks." There is a guy in that Temple that sells a Charisma spell, which will boost your personality.

Having a spell like this is very useful, because it will allow you to eventually create an enchanted item that will boost your personality far beyond what the spell does.

There is also Divine Aid, IIRC, in Balmora Temple: Fort.Willpower+Fort.Luck. In fact as soon as you have one Fortify Attribute spell you can make at a spellmaker Fortify any Attribute of your own. The same goes for skills.
