When equiped with two magic weapons does the weapon in the off hand magic inflict damage?

When you say "inflict damage" you mean that it does its magic attack damage ? if yes - yes, it does.

If other, explain yourself better ;)

Magic from the offhand weapon doesn't work. Bonuses and penalties also don't work. I haven't gotten that far with english 1.4 but it's probably still the case. D

Magic weapons now work in both hands (In patch 1.4). So REJOICE mates ! :D

the magic damage works in the off hand (ice, paralyze, etc) but the bonuses for the weapon won't work (speed, strike, etc).
