To the best of my knowledge there are none for sale or theft. They are found randomly on enemies like Daedric Lords or Golden Saints. However, as I said, it is random, you are just as likely to get a different variety of weapon.

I honestly can't recall having seen one of these for the taking or buying, though I have a bad memory, so somebody please correct me if I'm wrong.

There are a couple of already enchanted ebony staffs you can acquire fairly easily though...
Highlight below for hints:

One can be acquired by doing a particular Thieves Guild quest, the other can be obtained by.. becoming sole head of the Mage's Guild.

Ebony staffs appear all over the place as random items carried by daedra. So you can get one by visiting a daedric ruin or an ancestral tomb inhabited by daedra. You could try a tomb like Heran AT next to Hla Oad, or a ruin like Ald Sotha (some tough fights there), near Vivec. Do a save before entering, and reload until you get the weapon you are looking for.

I'm sure someone somewhere sells one, but I don't know who offhand.

@ DW -IIRC the staff from the Mages Guild is wooden. Although I cannot remember too well.

Daedric is better in terms of damage and enchantment though - although ebony looks better.
