Jaheira summoned by Harpers...but nobody's home!

I'm in Chapter 4 now, on the island trying to get into Spellhold, but I assume at some point I'll get back to Athkatla and when I do, I'd like to finish Jaheira's Harper quest.

My problem:
Whenever I went to the Harper hold, there was never anyone there to let me in!
I couldn't force the door and Yoshimo couldn't pick the lock because it's a magical one, needing a key.

Jaheia kept complaining about needing to go there but everytime I did, I couldn't get in.

I did complete Xzar's quest right before she got summoned, does that have anything to do with me not getting in?

Well, this isn't exactly a huge deal to me, but if anyone has any advice I would appreciate it.

That sounds suspiciously like an error in the game. I had no problem getting in and out through the whole thing even up to the point when something happened and i had to go back there.
