Is it from a quest from a telvanni mouth? If so - Sadrith Mora, Morag Tong Guildhall... Ask around

Okies, I may be wrong but it should be in Bthungthumz so go to Maar Gan, go north of the town I think, enter the foyoda Bani - Dad (?), follow it northwest past the entrance to Shishi and there should be ruins on your right. The entrance is under the bridge, through a door.
