I have played the game through twice now, both time with Jaheira in the party. But I have never gotten the harper quest. Could someone give me specifics about what triggers this quest? When does it trigger?

You have to do Xzars quest first, after rescuing the poisoned man. The end of Xzars quest to find Montaron triggers the next harper quest.
