I have it, but it depends on whatever you're using it for (as you might expect). It runs perfectly well in something like MW, but my performance is severely limited in Oblivion.
You may also be experiencing problems due to CPU speed, or amount of RAM. It's easy to confuse these, when a game starts stuttering. Put up your specs?

I have a 9600 XT as well - it doesn't limit me too much but then I suppose I have 1GB RAM and a 3.2 Ghzs processor. But if you want fancy HDR effects then you'll need to upgrade the card at some point to one of those models that do HDR (I even heard of a model that uses chuck's patch to do HDR and Anti-aliasing)
Well, Oblivion brought my 9600 xt to it's knees..If u know what I mean! For example when I am fighting with 3 enemies the game dosen't runs smoothly even though I have lowered every option to minimum!..I have a decent system but the graphics card is weak(for that game!)!Hey!Do u know any tips for better performance with the radeon 9600 xt for Oblivion?

You have to turn down the graphics, there's no alternative.

Drop off the distance stuff, first: distant lands, trees, etc. You might want to also check out this optimization guide, originally linked here by Denethorn. It has some useful tweaks.
EDIT: Oh, one other thing you can do to speed things up a bit: cut out the music. That actually does work.

I still have a ATi 9600 Pro 128 MB card that has served me well. And, yes, it played Morrowind flawlessly.
However, I'd never depend on it for Oblivion. My ATi X800 XL 256 MB AGP card, however, is working like a dream. The 16 Pixel Pipelines on this card make a world of difference.
However, I just saw an AD in CompUSA today and they have a nice deal on a ATI X1300 256 MB AGP OR PCIe for $99. That's after a $20 instant rebate and a $30 mail in rebate. So, 'out of pocket' off the shelf would be $129.99.
Not bad at all for a lower end card that supports HDR and SM 3.0. It's very tempting...even to me.

But Geforce 6600 have long since dropped below that price point.
