Sorry if this question is noobish, but where can you create your own spells, I can't find anyone that's capable for me to do so. Please help.

Most definitely. It's not a spoiler to mention that you can do so at the Arcane University (in Imperial City), and that you first have to receive positive recommendations from all of the land's Mage Guilds.

You can also enchant, though (unlike Morrowind), it is no longer a skill, or something you can do on your own. Once again, you have to work through Arcane University.

Thanks for that, i'm already in the university but I can't find the person, or specific place inside the university that allows you to create your own spells.

You need to find the Praxographical Center. On a circle of the place, it would be roughly ENE, directly north of the Mystic Archives, and considerably to the east of the exit that takes you to the Arboretum.

how come spells like major wound does not really 'wound'?

can anyone explain?
