Imperial Orrery, How do you unlock the door (possible spoiler)

There is a locked door in the imperial city, within the mage tower. I have completed the mage quests.

In order to do the Imperial Orrery quest, you have to download it from X-Box live if that is what your playing it from, but it does cost money to do so.

You mean you have to download a Mod to do it? What a royal pain in the butt. I can't download to my games machine... it ain't on-line.

Yes it's one of the 3 official mods you have to download and *pay* for. We had a whole discussion earlier on if you want to take a look-see about whether you are missing something or not by not getting it.
