CLUA to force a quest

I'am ugly.

Who knows the CLUA formula to force a quest to be finished.
My purpose is to make speak a dead.
To keep Edwin after massacring the thieving Guild i need Aran making culpability of Maevar.
(i've sided with Bhodi and the Guild is over...)
