Im stuck on the weilders quest, how do i find the sanctum ?

Ok, goal is to find someone who knows about magic to help you find it. Try your mentor, Leonardo. Try talking to him while on the magical plane (use the violo and play C-E-C-C-A, ode to a childhood pony) and ask what this plane is and follow the thread.
He'll give you a contact. Talk to the contact and he'll have you read a magical book to confirm you have the gift. When you do, he gives you an amulet to 'open your eyes.'
That done, check the alley in the Gate district near the bow vendor. You'll notice a false wall.
Then, have fun with your new plane of existence!
