Im currently level 16, and havent put anything into luck, and am wondering, what does it helpp with, and if it is of worth getting it up in numbers.

Luck itself doesn't help with any attributes, but it effects most everything you do., including pickpocketing from people. The higher the luck you have, the less likely you are of being caught when you pickpocket someone.

And if your luck is drained through a potion or spell during battle, you'll find yourself constantly missing your opponent, who has no difficulty hitting you whatsoever.

All true. The rule is try to get your luck as high as you can get it, and you won't ever get it as high as you need it. The actual effect it has on your play is so subtle you'll probably never even notice it either way. Things will just get...easier.
