Becoming The House Hortator (SPOILER)

I'm going to sound like an idiot.

This whole becoming hortator of the three houses seems like a complete dead end. I have all the people in the house Hlaalu's consent, now where do I go to make it official? It's the same with the rest of the houses.

Did I even spell "hortator" right?
