You get good points from killing bandits and undead which is probably why you are getting them. The easiest way to get evil, other than sacrifices to Skorm's Temple, is just to kill the wandering traders. They respawn when you kill them so you can just go from area to area and get about 10 evil points per kill.

Killing the wandering traders is a little better since they respawn quicker than villagers.

You dont need to pay the fines, you can just tele or walk away and come back after 8+ minutes.
Of course after you're done killing a whole lot of guards...

To be more exact, its best to wait for at least one game day before hopping back to that town (or any town you caused a ruckus in). They should have forgotten about you by then. :D
''They say truth is the first casualty of war. But who defines what's true? Truth is just a matter of perspective. The duty of every soldier is to protect the innocent, and sometimes that means preserving the lie of good and evil, that war isn't just natural selection played out on a grand scale. The only truth I found is that the world we live in is a giant tinderbox. All it takes...is someone to light the match" - Captain Price

I play the game on xbox and when i leave town and open the screen to teleport back it says something like "fines forgiven in ...minutes. When your fines are high (2000+ i think) it counts down from 8minutes
