I need Help!

I've beat the main Morrowind quest, and have started working on the Tribunal main quest. When playing, I got to the "Missing Hands" quest, and couldn't beat the guard. So I finish all my fighter guild, Imperal Legden, and some of the mage guild quests. When I got done, I went and beat the guard, but now I can't get the enchantment for the trueflame. I can't find my other charge that I was given to start the drunmer weather thing. I went to where I store most of my items, and it's not there, and I've done a whole lot of quest and other side things since I activated it a while back. Is there a way that I can get another one, or am I out of luck? Thanks
