i've found an altar and a note saying that i should place a grand soul gem in the altar and then pray to "him" then strike the altar with soul trap magic i tried this but nothing happened is this because i didnt know how to do the praying or is it that i used a staff to get the soul trap?
if it isnt anything will you instruct me on how to do this properly

I don't think that you can make them but I know that you can scavenge them off of necromancer corpses.

Grand soul gem and soul trap spell are all you need. I'm 99% sure that a staff works just as well as a spell you cast yourself. Sounds like you're only missing one small detail: the altar only works one day of the week between dusk and midnight. It's a different day for each character (for mine it's Turdas). You just need check back nightly (or just wait at the altar in 24 hour increments) until you figure out what day it is. There is a somewhat subtle lighting effect (kind of like a diffuse spotlight shining down on the altar from above) that occurs on the "special night", but it can be difficult to detect in cloudy or rainy weather.
