Yes.. at sertain quest you can.. but when youre not in those quest you cant.. but there is realy nothing in there.

The quest you must do is the one where you escort the trader from the Lookout Point statue to Orchard Farm, the only thing in there is a book, but I don't beleive the teacher in Bowerstone accepts that one
