Apart from doing the quests or cheating... the only way that I can think of the procure the Skeleton Key would be to kill Gentlemanly Jim Stacy. No guarantees, 'though.

EDIT: Wait, it seems that robot has already given you my suggestion. If all you need it for is to pick a high-level lock, just try using a Grandmaster's pick and a few Fortify Intelligence potions.

Or have an amulet enchanted with the spell Open, at 100 points. It covers everything, but it uses a bit so either use a good soul, or only use it when necessary.
In memorian: Fiona; Ravager; Lestat; Phreddie; and all of those from the 1500 incident. Lest we forget.
