Forlorn Watchman (spoilers)

Well, I'm stuck. I can't find the key for the manacles in the Forlorn Watchman quest. I was at the quest before and didn't get in the locked room, but now I'm back to that quest, used unlock, got in the door and now I can't get the manacles key. Unlock doesn't work. The mutineer's ghost is not laying around anywhere. I've checked every ghost and none have the key. I even tried to find the key on the cheats list of keys, but I have no idea which key it is. None of the names match the quest. There are no manacles keys, Emma May keys, Grantham keys, zilch. Any suggestions?

I did this quest pretty recently - I had to fight off a number of VERY tough ghosts, the ghost of the captain? is actually on the lower level of the ship, fighting with another ghost. I think you have to kill the captain's ghost before you can get the keys.......

Key is on the head mutineer's ghost (the last one you fight before the locked door). Maybe the body fell someplace inconspicuous - partially inside a wall, or behind a crate or something? If you have to use the console, I don't know the code but the item name in your inventory would be "Small Key". Search a list of key codes for that, or maybe check your quest log for the mutineer's name and search for that.
