Hmmm... looks quite weird problem, never seen anything like that before.

Has the game worked properly earlier, or have you had this issue since the very beginning?

Also, it would ease things quite much if you could post info about your computer.

Have you tried to reinstall your DirectX? Not sure, but the problem looks like it may have something to do with DirectX. If there is no newer version, then what about installing older version (like 8.0) and see what happens?

Also, you could try to remove Service Pack 2, since it's well known that SP2 does have some problems with games. But I don't think this is one of such problems.

And, one solution could also install older drivers to your videocard, since the game is pretty old, so there may be some conflicts with newer drivers.

This is what I can think of now. Of course, better place for this could be Tech Support Forum, since there may be more people who know something about problems like this one (hint hint mods ;) )

Do not remove Service Pack 2 from your system. It would be foolish to make your system more vulnerable for the sake of attempting to play a game.
I also doubt this would help resolve the issue.

The issue is graphics related, that much we can see, although I've never seen that graphical error myself. It looks as if the textures are corrupt or something.

Try reinstalling to a different drive (preferable physical disc if possible) or at least directory to see if the problem persists. Try your disc at another computer to see if the issue exists there as well (in which case it is likely the game) and so on....
Also try experiementing with your graphics drivers, up/downgrading a little to see if it appears still, as suggested by Kipi. Sometimes that will infact help to install older drivers.

That's why I bolded the word "could" ;)
Yes, there are risks in security if you do it, as Xandax stated. Forgot to add that comment :o

This reminds me one thing you could check: See if there is any dirt or scratches on the cd.
Also ScanDisc may be able to recognize corrupted file(s) (like it did with the Font Error -problem)

Good example when downgrading drivers have helped me is with the game Firo & Klawd. Very old game which I haven't playyed in years, but I still remembered having very bad graphic problem in it, causing the game to be unplayable. Downgrading drivers removed that problem.

I recently did the same to get Rome: Total War working.

Well you might right about the CD because the only i am able to this is because i had to run a cd recovery or something...Basically the file Master.dat had a error (cyclic redundency check) so basically this program forced the file off the cd but when it took it off there were quite a few "Sectors" that it could not grab...

If someone could be so nice and host the master.dat for me i could see if that fixes the problem after which i will try drivers

Firstly, to actually be able to do that, we must have same version of the game (US, English...) with same patch (as some patches change the master.dat -file...)

Secondly, the file is over 300Mb, so if you can think of an way to share it, and our versions and patches match, then maybe I could do that...

But I would suggest that you try to get new cd from somewhere, if nowhere else then buying a new game. It's not actually that costy anymore, and there are boxes which have Fallout 1, 2 and Tactics in one box. I bought one of such box, and paid about 15€...

Those are the hexes that are the basis for the P&P style gameplay of Fallout. If you have a legal copy of the game drop by here and do a search for that, if you don't find anything ask for help
